    With nearly a year under his belt as the chief executive and president of East Hartford-based Oakleaf Waste Management, Steve Preston is making his mark on the company. The former head of the U.S. Small Business Administration, who took over Oakleaf’s top spot in August, recently unveiled several company-wide improvements, which include expanding service lines and the appointment of several new senior executives.

    Dear friends and colleagues, I have been part of Oakleaf for several months now and I am thrilled to be celebrating the company’s 15th Anniversary. When the company started in 1995, there were many people who thought a waste services company without trucks or landfi lls would never succeed. Yet here we are, 15 years later with big name clients such as Wal-Mart, Albertsons, PepsiCo., and Burger King. The company has grown to include four subsidiaries covering various service lines and markets.

    What would it be like to enter the President’s Cabinet in the middle of a crisis? How would it be to face the media glare, intractable bureaucracy, and public and congressional scrutiny? Business executive and Northwestern alumnus Steve Preston had a chance to find out, when he agreed to steer the U.S. Department of Housing and Urban Development (HUD) during part of the worst housing crisis in decades. In that position and in the one immediately preceding it—as head of the Small Business Administration—he won over many skeptics and earned praise from Democrats and Republicans alike. But both positions were hugely fraught with problems. Here is that Washington crucible through the eyes of a private citizen with no political experience but with a desire to serve his country.
